Summary

Add protected Windows x64 durable job-ledger storage. CLI/HTTP admission, status and completion writes use asynchronous storage with held identities, private locking, bounded ACL checks and verified publication. Completion-write retries do not rerun the engine; uncertain locks are not automatically reclaimed. Windows installation/apply remains disabled here.

The implementation removes duplicate registrations of owned native handles while retaining invalid-handle checks and failed-close ownership. It is stacked on #7596 at d662a41ed4e97d60d22a48d504921d22643a1237.

The follow-up at 6577d5508209590d63fc76f8cd2e2fbed0754f0b corrects tests that predated Windows ledger admission: a deliberately unsafe ledger must refuse without starting a job, while an admitted job must still finish with windows_apply_disabled before lease acquisition or installation. The restart-reader fixture waits for actual engine entry before observing the in-progress job. Worker/CLI fixtures remain owned after an uncertain terminal result rather than being deleted under possible native I/O. No production guard is relaxed.

Verification

Runtime and test runner: Bun 1.4.4. Parent-relative scope: 19 files.

  • The unsafe-ledger refusal and production-Worker execution-refusal cases were validated on 70b4e1ed; no lease acquisition or installer call was allowed.
  • Restart-reader at 0d836ec9: 1 passed / 4 assertions, including a foreign reader's unknown projection and the original job's final applied/finished state. The 300-second case cap was unchanged. TypeScript, scoped checks and committed-diff validation passed.
  • The sparse-ledger fixture failed with a long temporary path and passed with a shorter isolated path using the same source and the original metadata/size checks. This is a bounded fixture-path finding, not a relaxation of sparse-file rejection.
  • At final 6577d550, the original published Node CLI and fresh production-Worker cases passed 2 tests / 16 assertions with CI's existing --timeout 60000 setting. The test bodies remain capped at 60 seconds and the Node child at 45 seconds. TypeScript, two-file privacy/size and committed-diff checks passed; native exit 0, both output-stream completions, no remaining direct child and fixture cleanup were verified.

Earlier full run 40193082406 failed on the obsolete HTTP 503 expectation. Its successful jobs and failure remain historical evidence for 0730ebd9; a later head is not covered by that run. Final-head PR CI 40220165833 and full cross-platform run 40221268637 passed. The full run completed with 28 successful jobs and 6 conditional skips, including all nine Windows shards, all three macOS shards and the macOS control lane.

Private diagnostic instrumentation and enlarged diagnostic timeout are not part of this PR. Earlier local runs used an opt-in compile cache and later omitted CI's 60-second hook setting; their failures are preserved separately from the final CI-configured pass. This does not establish a product-wide Bun defect or a precise cause for every earlier signal.

Actual npm/vendor installation, other users, ARM64, filtered tokens and live service acceptance remain unverified. Explicit installation/security-boundary maintainer review is required before merge. No account, installed runtime, certificate store or live session changed.

Checklist

  • Windows apply remains disabled and unsafe-ledger admission is covered.
  • Earlier evidence and final-head validation are distinguished.
  • Final local gates with the repository's CI timeout contract.
  • Final-head cross-platform CI.
  • Required maintainer installation/security review.

Ready for maintainer installation/security review; the native-installation limits above remain outstanding.

Walkthrough

Changes

The change adds an asynchronous Windows x64 job-store backend for Codex CLI update records. It adds ACL policies, handle-bound ledger operations, asynchronous job APIs, and updates the CLI, management routes, tests, and documentation. The Windows installation-file inspector also gains directory metadata and finalization checks.

Windows installation-file inspection

Layer / File(s) Summary
Inspection requests and verification
src/codex/windows-installation-files.ts
Requests can require canonical paths or metadata-only directory holds. The inspector supports a finalizer, reports read counts, and rechecks paths and identities before returning observations.

Windows Codex CLI update job store

Layer / File(s) Summary
Windows ACL policies and verification
src/lib/windows-owner-acl.ts, tests/windows/windows-codex-cli-job-store.test.ts, structure/remote-link.md
ACL evaluation adds write-private and trusted-ancestry policies and an asynchronous verifier. Parser tests cover the policies and ACL cases.
Handle-based Windows ledger backend
src/codex/cli-update-job-store-windows.ts
The Windows backend pins filesystem identities, checks ACLs, reads and publishes the ledger, and fences lock cleanup against identity changes.
Asynchronous job lifecycle and routes
src/codex/cli-update-job-execution.ts, src/codex/cli-update-job.ts, src/cli/codex-cli-update.ts, src/server/management/codex-cli-update-routes.ts, tests/cli/cli-codex-cli-update.test.ts, tests/codex-integration/codex-cli-update-apply.test.ts, structure/codex-cli-update.md
Job reads, admission, completion, and execution now await storage operations. CLI and management routes await reads and admission. The job reason set includes windows_apply_disabled.
Windows store tests and supporting updates
tests/windows/windows-codex-cli-job-store.test.ts, tests/codex-integration/codex-cli-windows-plan.test.ts, tests/helpers/*, tests/codex-integration/codex-cli-update-*.test.ts, scripts/test-layout/layout.json, tests/fixtures/test-layout-expected.json, structure/*
Tests cover Windows store behavior and failure cases. Test roots, worker cleanup, layout mappings, and documentation are updated.

Merge Risk: Moderate · up to 41d01

This change adds a Windows job store for Codex CLI updates, and Windows installation remains disabled. A few issues should be fixed before merge. Finalizer errors can be reported as a missing toolchain, the lock retry budget may be too short on Windows, and the security documentation and one junction regression test do not match actual behavior. Impact is limited because the feature is not yet enabled for installation.

Batch the per-object ACL reads on the status path. Each read now starts four PowerShell processes.

readWindowsJobStore → prepareStore → readStoreBody calls verifyAcl four separate times:

  • Line 403: the ancestry batch.
  • Line 425: the config root.
  • Line 431: the store directory.
  • Line 461: jobs.json.

Each call starts a separate PowerShell subprocess through verifyWindowsEntriesAclAsync. Every GET /api/codex/cli-update/jobs/{id} and every ocx system codex-cli-update status therefore waits for four process launches in sequence. Locked operations have the same pattern, plus the extra hardening and verification calls in acquireLock and writeStoreBody.

The protocol already accepts mixed-policy batches, and your test "a mixed batch evaluates ancestry, parent and store policies in one protocol run" covers this. In the verify-only path, open and pin the config root, store directory and ledger file first. Then send one batch of ancestry entries plus {config: "write-private"}, {dir: "private"} and {file: "private"}. The pins already hold identity across the gap, so the trust argument stays the same. The status path drops from four subprocesses to one, and the lock-hold time described in the retry comment above also gets shorter.

Update the verify-only flow in readWindowsJobStore, prepareStore, and
readStoreBody to open and pin the config root, store directory, and ledger file
before ACL verification, then pass their policies and the ancestry entries to
verifyAcl in one batch. Preserve the existing policy for each entry while
replacing the four sequential verification calls with a single call.

Handle EEXIST during both directory-creation steps.

prepareStore runs before acquireLock, so neither mkdirSync(config) nor mkdirSync(dir) is protected by the admission lock. Two confirmed first admissions can therefore race. The loser throws raw EEXIST.

The management route converts that error to admission_failed with status 503 and does not set Retry-After. The CLI retry wrapper retries only CodexCliJobStoreBusyError or a small set of persistence I/O codes; EEXIST is not one of them.

Treat EEXIST as verify-only at both creation sites. Reopen and inspect the directory, harden it only when this call created it, and convert a known incomplete concurrent publication to CodexCliJobStoreBusyError. Preserve unrelated ACL and identity failures as unsafe-store errors.

Wrap the verify-only checks so that a failure caused by the known concurrent-creation path becomes CodexCliJobStoreBusyError; do not convert unrelated unsafe-store failures.

Increase the Windows lock-contention retry budget.

withWindowsJobStoreLock holds the lock while its callback performs readStoreBody and writeStoreBody. Those operations await ACL and secret-hardening subprocesses. The retry helper waits only 25 ms between eight attempts.

The Windows contention test deliberately gates a temporary-file ACL operation and documents that the competing begin exhausts its retries while the first publication is pending. In the same condition, an owner worker can release its live ownership after begin fails, leaving the record queued without an engine run. A finish retry can also fail after the engine runs, leaving the stored record at running and raising CodexCliJobResultPersistenceError.

Pass a Windows-specific deadline or retry budget to the begin and finish calls in runCodexCliUpdateJobWork. Choose a deadline that covers the configured ACL timeout and the complete Windows lock operation. Keep the existing eight-attempt, 25 ms behavior for POSIX callers and keep stale-lock handling fail-closed.

Delete the unused duplicate helper.

tests/helpers/windows-temp-ancestry.ts:13-27 exports the same function as the active tests/helpers/windows-job-store-temp-ancestry.ts, but no code imports it. The Windows job-store tests use the latter helper at tests/windows/windows-codex-cli-job-store.test.ts:21,429-430,528-529.

The active helper also handles namespaced paths and canonical ancestry with realpathSync.native and bounded parent traversal. The unused helper uses weaker resolve-only matching, while production ACL targets are converted to namespaced paths at src/codex/cli-update-job-store-windows.ts:345-348. Remove tests/helpers/windows-temp-ancestry.ts.

Scope "the opt-in content digest stays null here" to the bare check.

Lines 316-317 say that a Windows x64 install "is inspected under reparse-refusing held handles; the opt-in content digest stays null here." A reader can take this to mean that Windows never produces an installContentDigest. The code does produce one:

  • src/codex/cli-windows-plan-provenance.ts Lines 183-184 compute content when deps.observeInstallContent === true.
  • createCodexCliUpdatePlan always sets that flag (src/codex/cli-update-plan.ts Line 606).
  • tests/codex-integration/codex-cli-windows-plan.test.ts Line 72 asserts a 64-hex digest.
  • structure/codex-cli-update.md Lines 86-89 say the plan-bound installContentDigest is preserved.

This sentence therefore contradicts the authoritative plan doc and the code.

Proposed fix
-platform backing is inspected under reparse-refusing held handles; the opt-in content digest stays null here.
+platform backing is inspected under reparse-refusing held handles. A bare `check` leaves the opt-in content digest

🎯 Functional Correctness | 🟠 Major | ⚡ Quick win

Preserve non-inspection exceptions raised by finalize.

finalize(observed) runs inside the native-inspection try block. If the provenance run() callback raises an error other than InspectionRefusal, line 282 converts it to inspection-failed. withWindowsCodexCliPlanToolchain then returns null, and cli-update-plan.ts converts that result into a target_unresolved refusal. This hides the original operation failure as missing toolchain evidence.

Keep InspectionRefusal handling unchanged, but separate other finalizer errors from native inspection errors or rethrow them before the generic inspection catch.

`src/cli/codex-cli-update.ts` records confirmed CLI apply in that ledger and exposes `status <job-id>` from the same protected record, without requiring a GUI token. `src/server/management/codex-cli-update-routes.ts` exposes a proof-bound read-only plan, confirmed human dashboard session (`hasHumanDashboardSession`) plus trusted-loopback apply admission, and authenticated status. Plan and job reads use ordinary management admission. HTTP apply returns after durable admission; disconnect does not cancel the worker. Dashboard display data is never accepted back as a candidate, prefix, executable or managed-selection attestation. There is no dashboard job UI in this contract. `tests/server/persistent-dashboard-consent.test.ts` covers management admission and the apply service boundary.

On Windows, `src/codex/cli-update-job-store-windows.ts` maps the same ledger contract onto NTFS handle semantics and the public admit/read/finish API in `src/codex/cli-update-job.ts` dispatches to it asynchronously. Each ancestor from the volume root is opened relative to its already-held parent — never a re-parsed path — and refused on any reparse attribute, then evaluated under the "trusted-ancestry" ACL policy (owner is the serving token or SYSTEM/Administrators/TrustedInstaller; untrusted grantees may hold read and, on admin-owned ancestors only, broad create-only rights). The config-root parent and a pre-existing config root are verified under the "write-private" policy and are never rehardened; only a directory the call itself creates is icacls-hardened and held to the strict "private" rule. File identity is the volume serial plus 128-bit file ID with single link and no pending delete, the dev:ino analog. Ledger writes go through a private hardened temp that is byte/ACL/identity-verified, renamed while its handle is held, re-read through the published name, and flushed at the directory. The admission mutex is a mkdir lock plus an owner record released only while both held pins still show this call identity and content, so a leftover lock blocks later admission exactly like POSIX. ACL snapshots are taken per phase through the shared bounded PowerShell read in `src/lib/windows-owner-acl.ts` (async variant), not per path. Pins bind each object to its verified state for the operation and the private DACL confines writers, but this is not a proof against concurrent mutation by the serving account or an elevated process, which sit inside the trust boundary as on POSIX. The backend is x64-only; cross-account (other-SID) and ARM64 behavior are unverified.

Correct the Windows ancestry ACL description.

src/codex/cli-update-job-store-windows.ts holds the volume root as a trust anchor without an ACL verdict. It applies trusted-ancestry to intermediate directories and write-private to the config parent. Line 277 instead says that every ancestor from the volume root receives a trusted-ancestry evaluation. State those three roles separately so the documented security contract matches the implementation. (raw.githubusercontent.com)

As per coding guidelines, a structure document states “the contract that holds right now.”

Prove that the junction causes the admission refusal.

If the temporary directory has an unsafe ancestor ACL, prepareStore returns unsafe_store before it opens the config-root junction. This assertion then passes even if junction rejection is broken. First admit a control job through a canonical sibling config root under the same parent. If that control fails, use a verified safe fixture location or skip with an explicit reason. Then assert that the junction request is refused. (raw.githubusercontent.com)

Maintainer integration decision: merging into dev at head 41d013a4d9e321f9aac654090b94bed6a9f64ca4.

  • Rebased onto dev after feat(codex): add proof-bound Windows CLI update planning #7596 landed (the layer's 17 commits carried as one commit with Co-authored-by trailers). The only conflict was the explicitShards line of scripts/test-layout/layout.json; the single test registration from the former layout-windows-cli-update.json shard now sits on an existing line, so layout.json stays at its line count.
  • PR CI on this exact head: all 19 checks passed.
  • Independent security review of this layer's delta: PASS, 0 blocking. One non-blocking test-coverage note (the 8.3 short-name regression exercises the comparison helper directly rather than public admission) is recorded for follow-up.
  • Local checks on the rebased content: Windows job store, recovery, worker, Windows plan, CLI update and plan tests (228 pass / 19 POSIX-only skips / 0 fail; one Worker timing case that exceeded its 2.5 s deadline under host load passed on a rerun), test-layout guards, file-size ratchet, structure:check, typecheck.
  • Scratch merge with current dev (7a1565bb9) is clean.

Next: #7648.
